Understand Energy Savings Certificates

Energy Savings Certificates (CEE), introduced in France in 2006, are a key mechanism for encouraging energy savings in the residential, tertiary and industrial sectors. This article explains in detail what CEEs are, who can benefit from them, how to obtain them, and the advantages of this scheme.

What is it ?

Energy Savings Certificates are a legislative measure that obliges energy sellers (electricity, gas, heating, cooling and heating oil) to encourage their customers to make energy savings. The scheme is based on an obligation to make energy savings imposed by the public authorities over a three-year period. Energy sellers incur financial penalties if they fail to meet these obligations.

Who is eligible ?

Beneficiaries may be individuals, companies, local authorities or social landlords carrying out energy-saving work. Energy suppliers (obligated parties) can also work with specialised management agents to fulfil their quota.

How do I obtain them ?

To qualify for them, you need to carry out energy improvements that are eligible for the scheme. The work must be carried out by RGE (Reconnu Garant de l'Environnement) qualified professionals. Once the work has been carried out, you need to compile a file containing a description of the work carried out, invoices and a sworn statement. This file must then be submitted to an obligated party or delegate who can issue the CEEs.

Who is entitled to this bonus?

Any individual or entity undertaking energy-saving work under the conditions set out in the scheme is eligible for the CEE premium. This premium is a form of financial aid that reduces the cost of the work undertaken to improve energy efficiency.

What is the amount ?

The amount of the CEE premium depends on a number of factors, such as the type of work carried out, the expected energy savings and the geographical area. The amount is also influenced by the market, as certificates have a fluctuating value. To obtain an accurate estimate, beneficiaries can visit specialised platforms or contact RGE-qualified professionals.

Why do that ?

There are several advantages

1 Reduction in energy costs: Work carried out under the EWC scheme helps to reduce energy consumption, and therefore bills, in the long term.

2 Improving comfort: Insulation, efficient heating and other measures improve the comfort of buildings.

3 Enhancing the value of our assets: Improving the energy performance of a building increases its market value.

4 Helping to protect the environment: Reducing energy consumption helps to combat climate change.
